評議会
The council is a group of 6 specialized Vassal or Courtier characters that help a landed character rule its realm. Each council member is able to perform one task at a time. If a Councilor is also a Commander, it cannot lead troops while assigned to a task. A Councilor gains Lifestyle Experience for their position's primary skill as well as other ancillary benefits.
The Spouse position can be filled by either an unlanded spouse or one who's a direct vassal (but not indirect). If the Faith has the Polygamous Marriage Type Doctrine, the Primary Spouse will fill the position. It is possible to switch the Primary Spouse.
The Court Chaplain can only be changed if the Liege's Faith has the Revocable Clerical Appointment doctrine. Faiths with the Theocratic doctrine have a Realm Priest instead of Court Chaplain. Realm Priests Lease all Temple Holdings in the Liege's Domain and receive a portion of the Taxes and Levies of every vassal's Realm Priest of the same Faith. Realm Priests provide their Liege with Taxes and Levies the same way Vassals do; if they hold a negative Opinion of the Liege, they will not provide any. A higher opinion will provide a higher amount of Taxes. Realm Priests provide all their Taxes and Levies regardless of Opinion if their liege has a Strong Hook on them.
Characters cannot be appointed Councilors if they have the Incapable trait. In addition a character with the Excommunicated trait cannot be appointed Court Chaplain or Realm Priest if faith has the Communion tenet.
Council task
Each non-spouse councilor can be assigned to one of 3 possible tasks. Current progress towards a councilor task is lost if the task is changed, except for Integrate Title and Increase Development in County.
While a Councilor is performing a task, one event related to it can trigger each year. Positive events can take place if the councilor's skill is above 8 and negative events can take place if the councilor's skill is below 15.

Each councilor will gain various benefits depending on both the exact position and the title rank of its liege.

Notes
- Strictly speaking, only faiths with the Lay Clergy doctrine have Court Chaplains. However, both the game and this wiki use "Court Chaplain" as a generic term for the Learning-based councillor that includes true Court Chaplains and Theocratic Realm Priests.
