'''伯爵（Count）'''は、少なくとも1つの伯爵領（County）を支配するキャラクターです。利用可能な第２の称号階位（rank）で、プレイ可能な最下位の階位です<ref>訳者注：CK3では男爵としてプレイできなくなりました</ref>。地図上では、1つの伯爵領の領土（territory）に複数の[[男爵領|男爵領]]が含まれ、これは改変できません。それぞれの伯爵領は慣習的領土（De Jure）の公爵領（Duchy）に属していて、それも変更することはできません。それぞれの伯爵領にも文化（Culture）と宗派（Faith）があります。

==伯爵領の文化と宗派==
それぞれの伯爵領には、領民（general populace）の宗教（religion）と文化を表す[[文化|文化（Culture）]]と[[宗派|宗派（Faith）]]があります。平民（peasants）は外国人（foreigner）や異端者/異教徒（heretic/heathen）に支配されることを快く思わないので、他の文化や宗派の伯爵領を地盤とするキャラクターは、その伯爵領では領民の反乱（popular revolts）に悩まされることでしょう。伯爵領の文化と宗派は、関連する評議員の任務（Councilor Task）を割り当てることによって、自分の文化や宗教に変換できます。変換は一度に完了する必要があることに注意してください。変換任務に割り当てられた[[評議員]]が別の任務または伯爵領に再割り当てされると、進行状況は失われます。

'''支配（Control）'''とは、領地有り（landed）の伯爵の伯爵領に対する支配力を表し、0から100の範囲を持ちます。包囲（sieges）の間、そして男爵領の占領が完了した時、支配は減少します。支配は月に0.1の割合で増加し、元帥（Marshal）の任務「領内の支配を強化
（Increase Control in County）」を使えばより速く増加させることができます。支配が100を下回るすべての地点は、伯爵領の税金（Taxes）が{{red|-1%}}、徴募兵（Levies）が{{red|-0.5%}}、減少します。したがって、領国（realm）の支配を監視することは、税金および徴募兵の適切な供給を保証する1つの方法です。また、封臣の領地（vassal counties）の支配を高める前に、プレイヤーキャラクターは自分の直轄領（Domain）である伯爵領の支配を高く保つことを優先すべきです。

<section begin=DevelopmentSupplyLimit/>開発度の各ポイントは伯爵領の配給限界を{{green|+150}}、増加させます。<section end=DevelopmentSupplyLimit/>伯爵領が封建制（feudal ）もしくはクラン制（clan）の支配者に支配されている場合　開発度の各ポイントはまた、{{green|+0.5%}}の税金と徴募兵を提供します。部族制（tribal）の政府（government）の下にある伯爵領は、供給限界の計算を除き、開発度の影響を受けません。

開発度は、高い開発度の伯爵領から、陸路でつながっている他のすべての伯爵領へ、これら二つの伯爵領の間の開発度の差につき{{green|0.1}} で伝搬します。開発度の成長は、家令（steward）の任務「領内の開発力上昇（Increase Development）」 や特定の[[建築物]]（building）によって増やすことができますが、それでもかなり遅いプロセスです。

領民の評価（Popular Opinion）は、伯爵領の支配者に対する平民の感情を表しています。異なる文化グループに属している場合は{{red|-10}}減少し、異なる宗派を守っている場合には変動的に減少します。このことは地域の文化グループや宗派の封臣の活用(または改宗)を奨励するものです。領民の評価が否定的であれば、伯爵領に民族主義者（Populist）や農民の集団（Peasant Factions）が結成する可能性があります。攻撃戦争（Offensive wars）はまた徐々に悪評（malus）を与えます。
